Mr. Major Asked the Secretary of State for the Environment whether he has yet formulated his proposals for the use of credit balances on housing revenue accounts.

Mr. Stanley I am issuing a consultation proposal on this subject to the local authority associations, a copy of which I have placed in the Library of the House today.
