SIR JOHN MAJOR:
Frankly I find it quite inexplicable, utterly baffling, that anyone could ever have thought than an inquiry of this nature, with the level of public concern, and frankly, the obligation we owe to the families of the servicemen and women who lost their lives and were injured, that anyone could have contemplated that this could be predominantly held in private. It is an extraordinary belief that it could have been that way.
