Below is the text of Mr Major’s comments at the start of a meeting on the Citizen’s Charter, held in London on 19th June 1992.


I believe we’ve made very considerable progress over the last year. But having said that I think we must recognise in this meeting it is just the beginning, there’s a huge amount still to be done. A huge amount to change the services and a huge amount to change the culture which lies behind the delivery of the services.
