Mr. Frank Cook Asked the Secretary of State for Social Services whether people who take low-paid employment in anticipation of qualifying for job start allowances but who fail to so qualify will, if they leave their job, be treated as voluntarily unemployed and so risk having their unemployment benefit suspended for 13 weeks.
