    Mr. Major In the three months to August 1987 manufacturing output was 6 per cent. higher than a year earlier.

    Mr. Lilley Over the year to the second quarter of 1987, manufacturing productivity in the United Kingdom grew 61 per cent. which is substantially faster than in any other major industrial country.

    Mr. Major On the accepted definition of productivity, no figures are available on a regional basis. In the United Kingdom as a whole manufacturing productivity in the three months to August was 6.8 per cent. higher than a year earlier.

    Mr. Cohen Asked the Chancellor of the Exchequer whether he will make a statement on the current status of the Government data network project, including a description of the discussions he has had with the Data Protection Registrar concerning the project.

    Mr. Major Following the short-listing in March this year, further discussions and demonstrations have taken place with consortia. It is expected that memoranda of agreement will be signed shortly and tenders invited before the end of the year. A final decision on whether or not to proceed will be taken after tenders have been evaluated.

    The Paymaster General met the Data Protection Registrar on 8 September and discussed the nature of GDN as a shared physical network facility for data but which will consist of a collection of virtual networks for each of the participating Departments. Further work is continuing on guidance to be offered to Departments about good practice to be adopted before linking to GDN. The Paymaster General and the Data Protection Registrar also discussed how the DPR might carry forward his planned contact with the four participating Departments, which are themselves responsible for the care and ownership of data transferred across the network.

    Mr. Cohen Asked the Chancellor of the Exchequer what is his estimate of jobs created for the expenditure of £1 billion in (i) defence spending, (ii) public transport, (iii) construction, (iv) health and (v) education.

    Mr. Major Irrespective of composition, higher overall public expenditure is unlikely to have any lasting beneficial effect on the level of employment for the economy as a whole. Estimates of the short-run effects are unreliable because they depend critically on the economic model and the underlying assumptions that are used.

    Below is the text of Mr Major’s written Parliamentary Answer on the Gross Domestic Product on 24th July 1987.

    Mr. Austin Mitchell Asked the Chancellor of the Exchequer what is his estimate of the average annual rate of growth in gross domestic product in the next five years, excluding the extraction of oil and gas; and what was the average rate reached in the decade to the end of 1973.

    Mr. Major Table 2.3 in the 1987 “Financial Statement and Budget Report” shows growth assumptions for real GDP excluding extraction of oil and gas. These figures are consistent with the FSBR forecast to mid-1988 and the MTFS path for money GDP to 1990-91. The average annual increase in the output-based measure of GDP excluding oil and gas extraction in the decade to the end of 1973 was 2.7 per cent.

    Mr. Austin Mitchell Asked the Chancellor of the Exchequer whether he will publish in the Official Report a table showing the average annual percentage increase in gross domestic product between 1979 and 1986, excluding the extraction of oil and gas, and the annual average in the decade to the end of 1973; and if he will provide comparable information available to him of figures for the United States, Japan, Sweden, Norway, Germany, France and Italy.

    Mr. Major I refer the hon. Member to the information on the United Kingdom’s gross domestic product obtainable from the Central Statistical Office’s computer database (available from the House of Commons Library).

    Comparable data excluding oil and gas extraction are not available for the other countries specified. Comparable data on total gross domestic product (including oil and gas extraction) are shown in the “Annual National Accounts, Volume One” (1987) published by the Organisation for Economic Co-operation and Development.

    Mr. Major The average annual increase in real personal disposable income from 1974 to 1979 was 2.1 per cent. From 1979 to the year ending in the first quarter of 1987 the average annual increase was 1.9 per cent.
