Mr. Fatchett Asked the Secretary of State for Social Services whether he intends to retain single payments as of right for insulation; and if he will make a statement.
Mr. Major Under regulation 18 of the Supplementary Benefit (Single Payments) Regulations 1981, supplementary benefit claimants may receive a lump sum payment of benefit to meet the cost of materials to carry out simple draught-proofing measures in their homes.
We are considering future arrangements for help with draught-proofing with the other Government Departments concerned, in the context of the overall help available to people on low incomes with energy conservation measures.
