Mr. Michael To ask the Chancellor of the Exchequer what weight he gives to the effect of benefit withdrawals when assessing marginal tax rates.

Mr. Major The Government’s policy is to reduce marginal rates of tax. Only about 3 per cent. of the working population face high rates of benefit withdrawal and the Budget reduced their number by 30,000.
